Post subject: Why can't I edit header/footer in Word 2007?

Document was created using a template and saved as 1997-2003 file. I cannot
edit header/footer (it only displays Remove Header/Footer) and cannot insert
New Comment. Have had this problem more than once and usually fixed it by
copy/paste to a new template but this time the procedure does not work.
