XP service pack 3 issue

Just getting a start up reboot failure, over and over again.
NT authorized system
RPC service will reboot

Can't get in on any method of safe mode.

Is there a virus scan program that would allow me to scan from a cd before
windows boots (dos mode)?

Was unable to burn restoration cds, so I can't reinstall my operating system
on this computer.

Restart, and during the black screen just after the Bios screen, press F8
and choose "Safe Mode With Command Prompt", run the command:
