USB notification alert not working

Post subject: USB notification alert not working

I have a system, Dell D-600 with WinXP (SP2) that no longer gives an alert
message when a USB device is plugged in the second time. i.e. the first time
a new device is plugged in I get a notificaton ballon with text about the new
device and a sound is generated. Howver the next times the same device is
plugged in I only get the sound but no message text or icon in the tray to
tell me it is there. It shows up in the device manager USB area and is
listed in the "Safe to remove device" applet, just no written message that it
has enumerated. Is there a place in WinXP that this feature is turned on or
off?

That is usually normal not to have a notice that the USB device is re-
connected.

It is behaving entirely as designed. Once the device has been installed,
it doesn't need to be installed again.

However, if you plug it into a different port, it will be reinstalled as a
new device *unless* it contains an electronically readable serial number.

For getting a balloon each time you need a 3rd party
software as my USB drive letter manager.
