You can install SP3 after installing IE 8, but it is better to do it the
other way round, because if you install SP3 after installing IE8 you will
not be able to roll back IE8 to the previous version you had, should you
want to.
So my suggestion is to uninstall IE8 from add/remove (which will roll you
back to the previous version of IE you had).
You say you get access denied: when, and access to what exactly? are you
logged in to an account with full admin rights?
As for installing SP3, in my experience it is better to not to let Windows
update do it. Instead download and save to your hard drive the complete SP3
package (or you can order a CD, I think). Then install manually. Before
doing so make sure your computer is free of any malware or virus, and also
see Steps to take before installing SP3:
